Is radiant top 500 in the world : For every act, the top 500 players are accepted to play in the Radiant rank of VALORANT. However, Riot Games don't accept the top 500 players in the world, but there are 500 Radiant players on every server. There are five servers in VALORANT and 500 Radiant players on each server.
Platinum, Diamond, Ascendant, Immortal, and Radiant players can play with teammates exactly one level higher. Players with an Immortal rank and above can only play alone, in pairs, or with a 5-stack party, and not in a three-person party.
Gold players can then play with Platinum players. After Platinum it gets more interesting, however. This is because in Platinum, Diamond, Ascendant, Immortal and Radiant, you can play with anyone exactly that is one tier higher than your current rank.

Is Diamond 1 good : Plat 4 till Diamond 1, I consider good players. Diamond 2 till Diamond 5 great. Plat 3 and below are your casuals. I have played hundreds of players that are Diamond worthy but don't bother with rank and decide to just stay in BH (I hate this alot), even go on Casual matches to troll the less skilled.
Can Diamond 4 play with plat 1
Diamond: Can queue 2 divisions up or down (so Diamond IV can queue with Plat I, II, and Diamond II, III, etc.). Master Tier: Can only queue with Master, Grandmaster, and Diamond I and II Tier players. Grandmaster Tier: Can only queue with Diamond I, Master, Grandmaster, and Challenger players.
Iron and Bronze players can play with anyone in Silver, whilst hardstuck players in Silver can play with anyone in Gold. This means Silver players have the most amount of spread across the ranks, being able to play with four different ranks, being Iron, Bronze, Silver and Gold.As a general guide, though, you can consider roughly more than 70% correct as being in the 5 range, 50-69% for a score of 4, 40-49% for a score of 3, 30-39% for a 2, and below 30% would likely be a 1. Again, these ranges are approximations and can vary by subject and by year.
